Govt signs US$700million deal for chemical plant and gold recovery projects under 24-Hour Economy Programme

 

Accra, Ghana — Ghana has taken a significant step toward advancing its industrial transformation agenda following the signing of a landmark partnership between the 24-Hour Economy and Accelerated Export Development Authority and Petrochemical Holding GmbH to implement two major industrial projects valued at approximately US$700 million.

The agreement is expected to establish a state-of-the-art chemical manufacturing complex and introduce an innovative gold recovery and environmental remediation programme, positioning Ghana as a major industrial and chemical production hub in West Africa.

According to a statement issued by the 24-Hour Economy and Accelerated Export Development Programme (24H+), the collaboration represents one of the flagship investments under the government’s industrialization drive aimed at increasing local production, expanding exports, attracting foreign direct investment, and creating sustainable employment opportunities.

The projects will be implemented by GreenRock Petrochemical Ghana Limited, a joint venture between GreenRock, a Gulf-based investment and strategic development company, and Petrochemical Holding GmbH (PCH), an international petrochemical company with more than 30 years of experience in developing and managing large-scale industrial and chemical projects.

The partnership combines GreenRock’s financial strength and strategic investment capabilities with Petrochemical Holding GmbH’s extensive technical expertise in petrochemical manufacturing and industrial project execution.

New Chemical Manufacturing Industry for Ghana

A key component of the agreement is the establishment of a fully integrated chemical production complex that will manufacture sodium cyanide and chlor-alkali-caustic soda, two industrial chemicals that are currently imported into Ghana in significant quantities.

Sodium cyanide is an essential chemical used primarily by the mining industry for gold extraction, while caustic soda serves as a critical raw material for numerous industries, including mining, manufacturing, water treatment, soap production, textiles, paper processing, and chemical manufacturing.

Government officials believe the project will significantly reduce Ghana’s dependence on imported industrial chemicals while strengthening domestic supply chains and lowering production costs for local industries.

Beyond meeting domestic demand, the manufacturing complex is expected to supply neighbouring countries across West Africa, positioning Ghana as a regional exporter of strategic industrial chemicals.

Officials noted that local production would improve supply security by reducing exposure to disruptions in global supply chains, fluctuating international prices, and geopolitical uncertainties that often affect imports.

The development is also expected to enhance Ghana’s competitiveness within the regional market by providing reliable access to essential industrial inputs for mining and manufacturing companies operating across the sub-region.

Gold Recovery and Environmental Restoration Initiative

In addition to the chemical manufacturing complex, the partnership will introduce a comprehensive gold recovery programme focused on extracting valuable minerals from mine tailings while restoring degraded mining sites.

Under the agreement, Petrochemical Holding GmbH will provide the technical expertise required to implement the initiative.

The programme will involve identifying suitable mine tailings deposits across Ghana, conducting laboratory analyses to determine their economic recovery potential, and applying advanced technologies to recover residual gold and other valuable minerals that remain in previously processed mining waste.

Beyond mineral recovery, the initiative will also prioritize environmental remediation by rehabilitating affected sites after extraction activities have been completed.

Officials say this dual approach will generate additional economic value from existing mining waste while addressing environmental challenges associated with historical mining operations.

Environmental restoration efforts are expected to improve land quality, reduce pollution risks, and support the sustainable management of mining-affected communities.

Strengthening Ghana’s Industrial Transformation Agenda

The investment aligns with the government’s broader vision of transforming Ghana into a competitive manufacturing and export-oriented economy under the 24-Hour Economy and Accelerated Export Development Programme.

The programme seeks to stimulate continuous industrial production by encouraging businesses to operate around the clock where feasible, increasing productivity, expanding exports, and creating high-quality jobs across multiple sectors.

Authorities believe the new industrial projects will contribute significantly to achieving these objectives by establishing value-added manufacturing industries capable of serving both domestic and international markets.

Mr. Tanoh emphasized that expanding domestic manufacturing remains central to Ghana’s long-term economic strategy, adding that strategic investments such as the GreenRock-Petrochemical Holding partnership will contribute significantly to national economic growth.

He further indicated that the projects are expected to enhance industrial productivity, improve foreign exchange earnings through exports, and support broader efforts to diversify Ghana’s economy beyond the export of raw materials.
