At the same time, it announced plans to <strong data-start=\"1136\" data-end=\"1198\">permanently abandon the decades-old syndicated loan system<\/strong>.<\/p>\n<p data-start=\"1201\" data-end=\"1499\">\u201cWe are fully aware of the issues and take very seriously the concerns raised by farmers and other stakeholders,\u201d the Chief Executive of COCOBOD, <strong data-start=\"1347\" data-end=\"1365\">Dr Randy Abbey<\/strong>, said at a press conference. He assured that COCOBOD was working closely with the <strong data-start=\"1448\" data-end=\"1471\">Ministry of Finance<\/strong> to find an urgent solution.<\/p>\n<h3 data-start=\"1501\" data-end=\"1538\"><span class=\"ez-toc-section\" id=\"Pricing_transparency_and_reforms\"><\/span>Pricing, transparency and reforms<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"1540\" data-end=\"1794\">At LICOBAG\u2019s press briefing, Mr Dzah, flanked by other executives, stressed that since COCOBOD\u2019s core mandate is to purchase cocoa from farmers, government must urgently determine the <strong data-start=\"1724\" data-end=\"1750\">current farmgate price<\/strong> to ease uncertainty across the value chain.<\/p>\n<p data-start=\"1796\" data-end=\"2020\">While calling for improved transparency and stronger communication between LICOBAG and COCOBOD, he urged <strong data-start=\"1901\" data-end=\"1937\">Cocoa Marketing Companies (CMCs)<\/strong>, traders and COCOBOD to adopt more proactive sales strategies to optimise returns.<\/p>\n<p data-start=\"2022\" data-end=\"2240\">Mr Dzah also called for increased oversight of COCOBOD\u2019s trading operations, the professional development of CMC staff and traders, and the restoration of a credible succession plan to boost morale and professionalism.<\/p>\n<p data-start=\"2242\" data-end=\"2442\">\u201cSerious efforts must be made to revamp the cocoa industry beyond rhetoric and theatrics,\u201d he said, adding that COCOBOD should divest from non-core activities and outsource them to the private sector.<\/p>\n<h3 data-start=\"2444\" data-end=\"2473\"><span class=\"ez-toc-section\" id=\"Risk_of_industry_collapse\"><\/span>Risk of industry collapse<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"2475\" data-end=\"2574\">Mr Dzah warned that unless urgent corrective measures are taken, the cocoa industry risks collapse.<\/p>\n<p data-start=\"2576\" data-end=\"2746\">\u201cWe had expected COCOBOD to engage us on these issues, but that has not happened, hence the need to set the records straight following recent public statements,\u201d he said.<\/p>\n<p data-start=\"2748\" data-end=\"2932\">He identified key challenges as <strong data-start=\"2780\" data-end=\"2803\">funding constraints<\/strong>, weak sales strategies by COCOBOD, CMCs and traders, lack of commitment to sector reforms, and excessive political interference.<\/p>\n<h3 data-start=\"2934\" data-end=\"2967\"><span class=\"ez-toc-section\" id=\"Funding_challenges_since_2023\"><\/span>Funding challenges since 2023<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"2969\" data-end=\"3258\">According to LICOBAG, funding challenges became acute in the <strong data-start=\"3030\" data-end=\"3050\">2023\/2024 season<\/strong> when COCOBOD failed to secure its traditional syndicated facility. Instead of the usual <strong data-start=\"3139\" data-end=\"3165\">US$1.3 billion or more<\/strong>, only <strong data-start=\"3172\" data-end=\"3190\">US$500 million<\/strong> was raised\u2014six months after the season opened on September 8, 2023.<\/p>\n<p data-start=\"3260\" data-end=\"3587\">As a result, LBCs were forced to pre-finance cocoa purchases through bank loans at high interest rates, with the <strong data-start=\"3373\" data-end=\"3414\">Ghana Reference Rate at 29.8 per cent<\/strong>. COCOBOD made its first payment for cocoa delivered to the ports only on <strong data-start=\"3488\" data-end=\"3508\">January 26, 2024<\/strong>, six months after delivery, even though LBCs had already paid farmers in full.<\/p>\n<p data-start=\"3589\" data-end=\"3696\">Mr Dzah said the situation plunged many LBCs into heavy debt, leading to the collapse of several companies.<\/p>\n<p data-start=\"3698\" data-end=\"4034\">During the <strong data-start=\"3709\" data-end=\"3729\">2024\/2025 season<\/strong>, COCOBOD was unable to secure any syndicated loan due to its deteriorating financial position, leading to the introduction of the <strong data-start=\"3860\" data-end=\"3885\">60\/40 financing model<\/strong>. Under this system, clients pre-financed 60 per cent of cocoa purchases upfront, with the remaining 40 per cent paid to COCOBOD upon final delivery.<\/p>\n<p data-start=\"4036\" data-end=\"4238\">However, many LBCs failed to access funding, while others struggled to find off-takers for their stocks. Delayed payments and high interest costs, Mr Dzah said, contributed to increased cocoa smuggling.<\/p>\n<p data-start=\"4240\" data-end=\"4568\">For the <strong data-start=\"4248\" data-end=\"4268\">2025\/2026 season<\/strong>, the model was revised to <strong data-start=\"4295\" data-end=\"4304\">80\/20<\/strong>, with 80 per cent of upfront payments directed to LBCs for farmer payments and handling costs, and 20 per cent paid to COCOBOD upon delivery. Even then, Mr Dzah said many buyers exited the market early, citing unpaid deliveries and the high cost of Ghana\u2019s cocoa.<\/p>\n<h3 data-start=\"4570\" data-end=\"4609\"><span class=\"ez-toc-section\" id=\"COCOBODs_explanation_and_new_model\"><\/span>COCOBOD\u2019s explanation and new model<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"4611\" data-end=\"4882\">At its own press briefing, Dr Abbey attributed the crisis to a combination of <strong data-start=\"4689\" data-end=\"4726\">collapsed international financing<\/strong>, <strong data-start=\"4728\" data-end=\"4760\">volatile global cocoa prices<\/strong>, and <strong data-start=\"4766\" data-end=\"4781\">legacy debt<\/strong>. He said these factors had left thousands of farmers unpaid and others unable to sell their produce.<\/p>\n<p data-start=\"4884\" data-end=\"5185\">Tracing the roots of the crisis to <strong data-start=\"4919\" data-end=\"4927\">2022<\/strong>, Dr Abbey said COCOBOD\u2019s difficulty in servicing syndicated loans led to growing reluctance from lenders and ultimately the collapse of the system for the <strong data-start=\"5083\" data-end=\"5103\">2024\/2025 season<\/strong>\u2014ending a 32-year financing arrangement based on forward sales of raw cocoa beans.<\/p>\n<p data-start=\"5187\" data-end=\"5475\">He disclosed that COCOBOD had relied on a <strong data-start=\"5229\" data-end=\"5262\">US$70 million bridge facility<\/strong> from the Ministry of Finance during the 2023\/2024 season. However, the temporary buyer-financing arrangement faltered when global cocoa prices fell sharply from over <strong data-start=\"5429\" data-end=\"5451\">US$6,400 per tonne<\/strong> to around <strong data-start=\"5462\" data-end=\"5474\">US$4,000<\/strong>.<\/p>\n<p data-start=\"5477\" data-end=\"5642\">Although COCOBOD had sold more than <strong data-start=\"5513\" data-end=\"5531\">530,000 tonnes<\/strong> of the current crop, about <strong data-start=\"5559\" data-end=\"5576\">50,000 tonnes<\/strong> remain unsold, while some delivered cocoa has yet to be paid for.<\/p>\n<p data-start=\"5644\" data-end=\"5800\">Dr Abbey said COCOBOD was therefore accelerating plans to introduce a <strong data-start=\"5714\" data-end=\"5748\">new, sustainable funding model<\/strong>, originally scheduled for the <strong data-start=\"5779\" data-end=\"5799\">2026\/2027 season<\/strong>.<\/p>\n<p data-start=\"5802\" data-end=\"6057\">\u201cWe are exploring a model that does not mortgage Ghana\u2019s cocoa through raw bean forward sales and undermine our value-addition ambitions,\u201d he said, noting that the old system constrained local processing by committing most of the crop to export contracts.<\/p>\n<div class=\"gsp_post_data\" \r\n\t            data-post_type=\"post\" \r\n\t            data-cat=\"news\" \r\n\t            data-modified=\"120\"\r\n\t            data-created=\"1770686594\"\r\n\t            data-title=\"Secure funding to purchase 300,000 tonnes cocoa &#8211; Buyers Association to govt\" \r\n\t            data-home=\"https:\/\/rendergh.net\/fr\"><\/div>","protected":false},"excerpt":{"rendered":"<p>The Licensed Cocoa Buyers Association of Ghana (LICOBAG) has called on the government to urgently secure funding to pay for an estimated 300,000 tonnes of cocoa in phases between now and September, warning that failure to do so could deepen the crisis currently confronting the cocoa sector.
