What was once a deadly and impassable stretch has now delivered <strong data-start=\"485\" data-end=\"502\">two new lives<\/strong>, renewing faith among residents that grassroots development can directly save lives.<\/p>\n<p data-start=\"589\" data-end=\"849\">Joy, shock and gratitude swept through the community when a <strong data-start=\"649\" data-end=\"677\">once-notorious farm road<\/strong>, currently undergoing rehabilitation and gravelling, became the unlikely birthplace of <strong data-start=\"765\" data-end=\"784\">twin baby girls<\/strong>\u2014a moment residents now describe as both miraculous and symbolic.<\/p>\n<p data-start=\"851\" data-end=\"1297\">For years, the rugged, stone-laden and flood-prone road linking Dobung to <strong data-start=\"925\" data-end=\"936\">Kpandai<\/strong>, the district capital, effectively cut the community off from essential services. During the rainy season, the stretch became nearly impassable, isolating residents from farms, schools, markets and, most critically, healthcare facilities. Improved access made the journey possible, but before they could reach the hospital, labour progressed rapidly. Midway through the journey, she delivered <strong data-start=\"2079\" data-end=\"2126\">twin girls right on the rehabilitating road<\/strong>.<\/p>\n<p data-start=\"2129\" data-end=\"2402\">\u201cI suffered throughout my pregnancy using this road to attend antenatal care,\u201d Madam Cynthia recounted, holding back emotion. \u201cEvery visit was painful and dangerous. Today, that suffering has ended. My twins have brought relief not only to me but to this entire community.\u201d<\/p>\n<p data-start=\"2404\" data-end=\"2508\">Her husband, <strong data-start=\"2417\" data-end=\"2435\">Nchaabi Ndeela<\/strong>, described the tense and frightening moments leading up to the delivery.<\/p>\n<p data-start=\"2510\" data-end=\"2834\">\u201cI was on the farm when I was informed my wife was in labour,\u201d he said. \u201cThere was no ambulance or car available. The <em data-start=\"2628\" data-end=\"2637\">aboboya<\/em> was our only option. Because of the poor condition of the road, she could not make it to the hospital and had to deliver on the way. We thank God she delivered safely, without medical assistance.\u201d<\/p>\n<p data-start=\"2836\" data-end=\"3027\">Mr. Ndeela described the ongoing road rehabilitation\u2014<strong data-start=\"2889\" data-end=\"2917\">the first ever in Dobung<\/strong>\u2014as a source of \u201cdouble blessings,\u201d saying the birth of the twins has given the entire community renewed hope.<\/p>\n<h3 data-start=\"3029\" data-end=\"3060\"><span class=\"ez-toc-section\" id=\"Transforming_Daily_Life\"><\/span><strong data-start=\"3033\" data-end=\"3060\">Transforming Daily Life<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"3062\" data-end=\"3211\">Beyond the dramatic roadside delivery, the rehabilitation works are already beginning to transform daily life in Dobung and neighbouring communities.<\/p>\n<p data-start=\"3213\" data-end=\"3346\"><strong data-start=\"3213\" data-end=\"3231\">Gasere Justice<\/strong>, a Form Two student of <strong data-start=\"3255\" data-end=\"3290\">Don-Theobold Junior High School<\/strong> in Kpandai, described the intervention as long overdue.<\/p>\n<p data-start=\"3348\" data-end=\"3597\">\u201cDuring the rainy season, we sometimes stay home for weeks because the road is flooded or too muddy,\u201d he said. \u201cAbsenteeism has affected our education for years. We are happy the work has started and hope it will be completed before the next rains.\u201d<\/p>\n<p data-start=\"3599\" data-end=\"3731\">A young farmer, <strong data-start=\"3615\" data-end=\"3634\">Medando Bismark<\/strong>, echoed similar sentiments, praising the DCE for listening to the concerns of rural communities.<\/p>\n<p data-start=\"3733\" data-end=\"3947\">\u201cIf the new DCE has remembered us in his development agenda, then he has brought life back to this community,\u201d he said. \u201cGood roads mean we can transport our produce, access markets and get help when we fall sick.\u201d<\/p>\n<h3 data-start=\"3949\" data-end=\"4005\"><span class=\"ez-toc-section\" id=\"DCE_Speaks_Development_with_Personal_Commitment\"><\/span><strong data-start=\"3953\" data-end=\"4005\">DCE Speaks: Development with Personal Commitment<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"4007\" data-end=\"4271\">Speaking to <strong data-start=\"4019\" data-end=\"4037\">Graphic Online<\/strong>, DCE <strong data-start=\"4043\" data-end=\"4065\">Haruna Abdul-Karim<\/strong> revealed that the rehabilitation of roads at <strong data-start=\"4111\" data-end=\"4146\">Nkanchina, Adukpechi and Dobung<\/strong> is being <strong data-start=\"4156\" data-end=\"4179\">personally financed<\/strong>, using DRIP machinery to fast-track improvements while awaiting broader government support.<\/p>\n<p data-start=\"4273\" data-end=\"4485\">He explained that Kpandai is predominantly an <strong data-start=\"4319\" data-end=\"4344\">agricultural district<\/strong>, where poor road networks have long undermined productivity, healthcare delivery and access to education\u2014especially during the rainy season.<\/p>\n<p data-start=\"4487\" data-end=\"4692\">\u201cMany of our communities become completely inaccessible when it rains,\u201d he said. \u201cThis affects farmers, pregnant women, schoolchildren and emergency cases. Roads are not a luxury here\u2014they are a lifeline.\u201d<\/p>\n<p data-start=\"4694\" data-end=\"4850\">Describing the roadside delivery as deeply symbolic, Mr. Abdul-Karim said the incident reflects the urgent impact residents have waited years to experience.<\/p>\n<p data-start=\"4852\" data-end=\"5050\">\u201cThe birth of these twins on a road that only began rehabilitation yesterday tells a powerful story,\u201d he noted. \u201cIt shows how development, even at the grassroots level, can immediately touch lives.\u201d<\/p>\n<p data-start=\"5052\" data-end=\"5315\">He praised the <strong data-start=\"5067\" data-end=\"5113\">District Road Improvement Programme (DRIP)<\/strong> as a transformative initiative for local road development and urged fellow <strong data-start=\"5189\" data-end=\"5255\">Metropolitan, Municipal and District Chief Executives (MMDCEs)<\/strong> to prioritise its effective use, even where costs are high.<\/p>\n<p data-start=\"5317\" data-end=\"5591\">\u201cAs a three-term Assemblyman and now DCE, I understand our most pressing needs\u2014roads, water, electricity and healthcare,\u201d he said. \u201cWhile waiting for government allocations, I took the decision to personally fund these initiatives because our people cannot wait any longer.\u201d<\/p>\n<h3 data-start=\"5593\" data-end=\"5615\"><span class=\"ez-toc-section\" id=\"A_Road_to_Hope\"><\/span><strong data-start=\"5597\" data-end=\"5615\">A Road to Hope<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"5617\" data-end=\"5969\" data-is-last-node=\"\" data-is-only-node=\"\">For the people of Dobung, the twins born on a once-feared road have become a living reminder that development is not just about infrastructure\u2014it is about dignity, access and survival.
